1. How do I activate new water service?

New service can be activated in one of two ways: 

• In-person by filling out an application, providing your driver’s license (required) and paying the deposit amount of $100 with a $15 service charge. The City accepts cash, MasterCard, Visa, Checks, Money Orders, or Cashier’s Checks. 
• Online by visiting the 2TurnItOn website. Once on the website, fill out the online application. The deposit is paid by MasterCard, Visa, or debit card in the online system. Once completed, 2TurnItOn will email the City with your new water utility request. When the City completes the request, a confirmation and account number will be emailed to the applicant.

2. How do I terminate service?

If you are moving and terminating your service, plese fill out the "Changes to Water Utility Service Account" form online and/or send an email to customerservice@bedfordtx.gov at least 24 hours prior to the time you want service discontinued. Please provide your name, service address, the disconnect date, and a forwarding address and phone number for your final bill charges.

3. How do you read a water meter?

The City smart meters are read by cell phone towers and collect water usage data every 15 minutes. The reads are updated in the system every 24 hours. You can view your own usage by signing up for EyeOnWater, an online tool that allows residents to set leak alerts and monitor water usage. You will need to enter your account number and create a username and password. Please call 817-952-2112 for assistance.

4. Do you estimate my bill?

No, the City takes the meter readings from EyeOnWater on a monthly basis. 

If a meter cannot be read because it is inaccessible for reasons such as; a vehicle parked over the meter, meter covered with debris, or a broken meter, the meter will be manually read. If the City is unable to get a manual read, the account holder is billed only for the water base rate until the meter is uncovered, repaired, or replaced. 

5. Why is my bill so high?

Bills increase for variable reasons. Some of the most common are: 

• Leaks – toilet, faucets, ice makers, slab, pipes, etc. 
• Sprinkler System – leaks, incorrect settings or broken sprinkler heads 
• Seasonal – outside watering 
• Occupancy increase

6. How can I pay my bill and what information do I need to make a payment?

The City has several payment options available for your convenience. You may pay in person, use the outside drop box, by mail, online, bank draft, or electronically through your bank and/or by phone. You will need your city water account number.

7. Is there a charge to pay my bill with a credit or debit card?

No, the City offers this service free of charge as a convenience to our customers.

8. What forms of payment are accepted?

We accept MasterCard, Visa, checks, cash, money orders, or cashier’s checks. If paying over the phone, there are additional options to pay: by electronic check, Discover, American Express, MasterCard, or Visa (debit or credit). 

9. How can I print or get a copy of my water bill?

A bill can be reprinted from the online system or by calling Customer Service at 817-952-2112.

10. Do you offer a discount for senior citizens?

Yes, all Bedford residents 65 years of age and older are eligible for a discount on their utility bill. Proof of age must be provided. The discount is applied to the water base rate, sewer base rate, and the recycling and storm drainage fee. It is approximately $4 a month. 

11. Do you offer financial assistance?

Yes, financial assistance is offered through the third party, Texas Utility Help. You can visit https://texasutilityhelp.com/ to view qualifications and apply for assistance.

12. Can I receive a discount when I fill my swimming pool?

The City does not offer a discount on the water bill. However, if the pool is filled anytime between December 1 and March 1, it can be taken into consideration (upon request when the sewer winter average is calculated for billing). If you fill a pool during this time period, please call or send written notification via mail, fax, or email to the Water Department. The notification should include the date the pool was filled and approximate number of gallons. Notification should be received by April 1.

13. How do I calculate the cost to fill my swimming pool?

To determine how much it will cost to fill a swimming pool, it is necessary to know how many gallons will be used to fill the pool and then multiply the gallons by the current water volume pass through rate.

An example is below:

Pool volume = 25,000 x $4.44 current volume rate = $111 

This is a quick estimate of the cost and will vary depending upon the base rate and other monthly usage not included in the filling of the pool. 

14. How is the sewer calculated?

The City uses the winter months’ average of the December, January, and February consumption for the sewer calculations on residential and multi-family customers. We average the consumption during these months to set your sewer rate for the year, which changes each year on the May water bill. If you have no preceding winter months’ usage, we use the City’s average of 6,000 gallons. 

During the winter months, please be aware of all unnecessary water usage such as: 

• dripping faucets
• leaking toilets 
• outside watering (sprinkler systems)

If you have a leak during the winter averaging months, call 817-952-2112 or email Customer Service so the account can be noted. 

An example is below:

To calculate a sewer average: 

• December consumption - 11,000 gallons 
• January consumption - 8,000 gallons
• February consumption - 6,000 gallons

Add total consumption - 25,000 gallons, then divided by three months = 8,000 gallon average (changes May 1)

In the example, multiply the 8,000 gallon average times the current rate of $3.51 per 1,000 gallons, which equals $28.08. Then, add the current sewer base rate of $13.07 for a total sewer amount of $41.15 billed monthly. This amount will be in effect for an entire year beginning with your May bill. 

15. How do I avoid termination of my water services?

To avoid penalties to your utility bill, the net amount is due in our office by 5 p.m. on or before the due date printed on your water bill. If your bill is on the first of the month, your bill is due on the 25th of the same month. If your bill is on the 15th of the month, your bill is due on the 9th of the following month. 

If you receive a red and white termination notice, this represents termination of service for non-payment. Please do not disregard this notice without contacting our office at 817-952-2112. If your account falls behind, you are in jeopardy of disconnection of service. If this happens, you will need to pay in person at City Hall, Building C: 1805 L. Don Dodson Dr. The bill cannot be paid online if services are disconnected for non-payment. You will be required to bring your account current and pay a re-connection fee of $30 during regular business hours, 8 a.m. to 5 p.m., Monday through Friday. (After-hours is a $50 re-connection fee.)

16. Can I get my water service reconnected after-hours?

Yes, the City has an after-hours re-connection procedure. Please call the Police Dispatch non-emergency number at 817-952-2127 up until 9 p.m. to have your water service restored, after normal business hours. The fee for this service is $50, in addition to the total amount past due.

17. Does the City provide trash containers?

No, the City does not provide trash containers. Trash must be containerized in plastic bags (any color but blue) or boxes weighing less than 50 pounds and set out at the curb by 7 a.m. on your collection days. You may purchase your own trash container, but you must place your closed trash bags inside.

You may set your trash out no earlier than 6 p.m. the night before your regular trash days. All brush or limbs must be cut into 4-foot lengths and bundled, with each bundle weighing less than 50 pounds.

18. Does the City provide recycling containers?

The City's trash collector, Republic Waste Services, provides 65 gallon green recycling roll carts. If you need a cart, please call Republic Services at 817-332-7301 or email Customer Service to make arrangements to receive one.

19. Is there bulk trash pick-up?

Yes, but if you have large items like a couch, mattress, or stove, please call Republic Services at 817-332-7301 so City staff can inform the driver. 

20. How do I get rid of hazardous waste?

To get rid of hazardous waste, please visit Customer Service (City Hall, Building C - 1805 L. Don Dodson Dr.) and staff will issue you a voucher to take your hazardous waste items to the reclamation center. Please bring your current water bill with you. Each Bedford household may obtain one hazardous waste voucher per year. This is a free service provided by the City. 

21. Does the City have a dump?

No, but residents may take their brush, fencing, and building materials to the Arlington Landfill between 7 a.m. and 2:30 p.m. on the fourth Saturday of each month (except December and January). Please bring your drivers license and current water bill to the scale attendant. The addresses much match in order to gain free access.
